I think (?) it's in the story "Arctic Stone" by Ross ? Bagby (Eldritch Tales 7, 1980) : did have a copy somewhere...

Probably a Lin Carter interpolation.

Ubbo-Sathla shows up, in addition to the title story, in "The Descent Into the Abyss," by Clark Ashton Smith and Lin Carter; also "The Unbegotten Source" by Lin Carter; and "Papyrus of the Dark Wisdom," by Clark Ashton Smith and Lin Carter. There may be more cross-references there.
